Frozen in time and is only visible/ can be entered at one specific moment of the day. Once inside the village time moves as normal, but there's no way of knowing what the moment is to escape.

The patron collects taxes. Tribute didn’t show up so he’s wondering why. Sends the party up there for a tenth of the amount of tax he would receive. The tax had recently increased by 50%.
The head woman of the village took the tax increase badly. So she and all of the other able bodied folks moved the village, stones and wood and all, three miles away - just out of the patrons demense. They’re negotiating with their new landlord.
@lategamer @Dungeonbard The village has been shrunk, and is now a fairy village. They had a magical connection who agreed to do it for a price, but of course the price was too hih/they can't pay but they are now tiny, with a giant-sized debt.
