Thinking about Vargr in the Fifth Frontier War.

There are two fleets that attack the imperium, but are they trying to conquer worlds or just raid them? How long can they loot a system before their holds are full and they need to turn back?

Although since the war lasts several years they certainly have time to raid and retreat multiple times.

I was thinking about using a loot number based on Population, Tech, and Importance of the target world. But then I remembered T5’s resources stat already factors all three of those in. So maybe a fleet raiding in a system gets Resources in loot each turn, but the Resources are temporarily degraded (-2) after each raid.

This will encourage the Vargr Admirals to keep moving, and eventually return home.

@deinol they are also going to have lots of infighting and changes of leaders (and prioities) in the meantime.

@deinol I rather liked Vargr, and didn't like the way they were often made out as irrational, disposable enemies.

Anyway, my impression is that the Vargr groups involved in the Fifth Frontier War were either established allies of the Zhodani, or opportunistic raiders; in neither case were they interested in or really capable of holding territory. That fits with the Zhodani motivation, which was to discourage Imperium expansion in the Spinward Marches.
