I think it would be a lot of work. Using the format of PbtA might help organize the rules but all PbtA games (from my experience) are fairly shallow with combat/mystery.
Since Jojo fights are puzzles, you'd have to recreate that tension in the mechanics. You could recreate the flavor or color in PbtA, but the tension wouldnt be there.
Like most PbtA games have the problem of rolling your highest stat, generally overcomes challenges very quickly because it's not about that.
