Those are the big beats that I would probably put out for mecha Western. I thought about suggesting Beam Saber (https://austin-ramsay.itch.io/beamsaber) but it's a little too focused on being a bit of a mercenary group and that doesn't quite fit into the feeling of most westerns – but it could with a little fiddling. There are definitely some mecha wargames that are easy to retrofit some RPG mechanics onto easily enough, but that may not be exactly what you want.
But if I were going to get started doing something like this, that's where I'd start.

Playing #BeamSaber with only the core rules and Growing Conflict is like playing a video game with the expansion but no mods.
Nothing wrong with this, just thought it was an amusing comparison.
