Good to see nation states working together. This past #ElNino has affected 60 million people directly in SouthWest #Africa with the effects of the drought and 5 millions with floods in the East. The incoming #LaNina turns the table: West Southern Africa will flood and the East run dry.

The #Philippines has been chosen to host the board of the "#LossAndDamage" fund created by #UN talks, marking another step towards providing #FinancialHelp for countries to recover and rebuild from the impact of #GlobalWarming.

Last month, the #WorldBank's board approved a plan for the bank to act as interim host of the fund for four years.

"From deadly #floods in #Nigeria to devastating #drought in #Somalia, Africa has faced a run of severe – and sometimes unprecedented – extreme weather events since the start of 2022.

"But while the US hurricane season and 40C heat in the UK have captured headlines, many of Africa’s most extreme and life-changing weather events went largely unreported in global-north media.

"Ahead of COP27 in Egypt – which is being referred to as 'Africa’s COP' – Carbon Brief has used disaster data, humanitarian reports and local testimony to investigate Africa’s 2022 extreme weather events – and examined how they could be linked to climate change, according to scientists.

"Carbon Brief’s analysis of disaster records finds that extreme weather events in Africa have killed at least 4,000 people and affected a further 19 million since the start of 2022. However, the impacts of African extreme events often go unrecorded – especially for #heatwaves – and so the true figures are likely to be much higher.

"The investigation also shows that:

Drought and famine have killed 2,500 people in #Uganda and affected eight million in Ethiopia this year [2022]
More than 600 people have died in #Nigeria’s worst floods in a decade. This includes 76 people who were killed when a boat carrying flood victims capsized.
Southern African countries, including #Madagascar and #Mozambique, were battered by six severe storms this year, killing at least 890 people.
Temperatures reached #48C in #Tunisia in July [2022], fanning the flames of extreme #wildfires.
Nearly two million people in #Chad were affected by floods in August and October.

"The toll of extreme weather on African lives is one example of 'loss and damage' – a term to describe how climate change is already harming people, especially the world’s most vulnerable.

It took them 30 yrs to come this ‘far’.

Still a [very, very small] step forward in paying for the damages caused by the years of "happy living" of the few rich countries.

But even now 'they' are still procrastinating, finding ways to be difficult.

"“There’s sort of the elephant-in-the-room question, which is when is the fund actually going to get meaningful amounts of money,” said Wu. If the fund receives very little money, the board will end up designing policies meant to facilitate the transfer of millions of dollars — not the trillions that are needed, he said."

And to make up for the last four years of contributing nothing (and even putting aside the many years of failure under the #Coalition between 2013–19 when finances ought to have been ramping up to meet the 2020 goal), #Australia has a backlog of about $AU20b to be seen as anything like a 'fair' contributor to the #GreenClimateFund, remembering that the US$100b/yr represents only a fraction of what the developing world needs to ensure a just and swift transition to a climate-stable future.

And that's before we consider the #LossAndDamage fund announced a few days ago (another long-term sticking point in #UNFCCC negotiations and a separate piece of international #ClimateFinance), to which Australia has not yet made any kind of pledge.

Until Australia takes credible steps towards those kinds of figures, Australian government promises ought to be treated by all our neighbours as so much smoke.
