Stimmen eines Bundeslandes können nicht gesplittet werden, das Abstimmungsverhalten wird von Koalitionsverträgen in der Sache oder im Prozess vorgegeben: Bei Nichteinigkeit keine Zustimmung.Mit den Stimmen von Baden-Württemberg wäre die Reform durchgekommen, aber im grün-schwarzen Koalitionsvertrag ist dort festgehalten, dass bei fehlender Einigkeit in einer Sache dann eine Stimmenthaltung im Bundesrat erfolgt. Stimmenthaltungen gelten als Nein-Stimmen. Angesichts der wegweisenden Arbeit von Landesverkehrsminister Winfried Hermann für die Mobilitätswende, ist das fast schon tragisch zu nennen.Das Ganze ging auf eine Order der Unionsspitzen mit freundlicher Unterstützung der <a href="https://climatejustice.global/tags/Sozialdemokraten" class="mention hashtag" rel="nofollow noopener" target="_blank">#Sozialdemokraten</a> zurück und man hat die Stimmregelungen im Bundesrat dazu geschickt instrumentalisiert. Rechtlich grotesk wirkt die Erklärung der Union für ihr Stimmverhalten: Wenn der <a href="https://climatejustice.global/tags/Klimaschutz" class="mention hashtag" rel="nofollow noopener" target="_blank">#Klimaschutz</a> in das <a href="https://climatejustice.global/tags/Stra%C3%9Fenverkehrsrecht" class="mention hashtag" rel="nofollow noopener" target="_blank">#Straßenverkehrsrecht</a> Einzug halte, sei die Sicherheit im <a href="https://climatejustice.global/tags/Stra%C3%9Fenverkehr" class="mention hashtag" rel="nofollow noopener" target="_blank">#Straßenverkehr</a> nicht mehr gewährleistet.Im Gegenteil hätte die Reform zur Verbesserung der Sicherheit im Straßenverkehr geführt. Aber alles zielt machtpolitisch bei der Union darauf ab, die Ampel vorzeitig zu Fall zu bringen.
