Whether that’s because the officer didn’t report it or because police radio traffic was so heavy that the transmission didn’t go through is currently unknown. …</p><p>"The first widespread dissemination of the information to law enforcement was sent out at 4:25 a.m. via teletype to agencies in the seven-county metro area.
