In talking to one of the local volunteers at the Rookery, he mentioned that while pups were generally fine with water births, most of the local seals prefer to pup on the beach. His speculation was this was a young mom, perhaps her 1st time, as she was very nervous about the Seagulls who had congregated in the area (to feed on the afterbirth, etc.) and had been going to great lengths to avoid them all morning, eventually pupping in the water.

April 19th was big day at the Hopkins Beach Rookery. These are the peak weeks for the local Harbor Seals giving birth, and when I arrived there on a cool and gray morning, a number of pups coming into the World.
For example this mother had pupped in the shallows just moments before I arrived and was still in the process of giving the afterbirth when I took this image.
