The "Male" was added by an editor for unknown reasons. Asimov said it "represents my personal record for stupid title changes".

tl;dr: A settled asteroid population treats the sewage treatment plant operator like, well, you know. So he goes on strike and everyone is going to die in their own filth rather than treat him like a human being.
