@valthonis I suspect the personalised ads are geared to extract max. value by pushing ads which extract value. They don't need to be tailored to most people, just tailored to the credulous 1%. It's a little like men who ask as many women out as possible to maximise the numbers, leaving a stream of people thinking 'how did you imagine I would want to hear a single thing you said?'.
@malin Ah, so the folks the ad is targeted for is more valuable to an advertiser, thus they try to hit that person's eyeballs even when they have data that says that I'm not it.

@malin Internet ad click-through rates haven't changed since the 1990s... usually 2% to 4%, 6% for a really effective campaign.

2% sounds ridiculously high. Anyone using adblockers doesn't see the majority of ads. If a page has 50 ads, then one ad reaching 2% click-through suggests everyone clicks one ad per page.
There must be some other measurement of success than 'clicks per page view' happening here.
